Dr. Dr. Stefanie Theis, L.L. M.

Justice Dr. Dr. Stefanie Theis has extensive experience in advising and representing the public sector, in particular municipalities and municipal companies, as well as the private sector in all areas of construction and public procurement law. One focus of her work is on legal advice during the construction process. This includes the clarification of public-law approval requirements, the preparation of architectural, engineering and construction contracts, participation in the awarding of planning and construction contracts as well as the enforcement of performance and warranty claims. In addition, she prepares legal opinions on all issues concerning building and public procurement law.

In the current ranking conducted by the German business weekly magazine Wirtschafts-Woche Justice Theis was awarded the title "Top Lawyer for Construction Law 2020" in the legal field of "Construction Law". The leading daily paper of the capital of Rhineland Palatia, the Mainzer Allgemeine Zeitung, also dedicates a detailed report to Justice Dr. Dr. Theis under the heading "Expert advice in disputes in the field of construction and emphasizes her high professional qualification.

As an advisor of many years of the professional association for sanitary, heating and air conditioning Rhineland/Rheinhessen, Justice Dr. Dr. Stefanie Theis has also specialized in the legal issues relevant for the builders and experienced construction workers.

Since 2010, Justice Dr. Dr. Stefanie Theis has also been legal advisor to the Chamber of Engineers, the Rhineland-Palatinate Public Law Corporation. In addition, she supports the Fee and Procurement Information Office (HVI) established by the Chamber of Engineers in all matters concerning fee and procurement law.

For several years, she has been moderating the legal working group in the BIM (Building Information Modeling) Cluster Rhineland-Palatinate, which includes ministries, state-owned companies, chambers, universities and colleges. She also supervises public sector BIM pilot projects.

Justice Dr. Dr. Stefanie Theis prepares national and European tenders for public clients in the construction, service and supply sectors and handles these as a contracting authority from the announcement to the award of the contract, including the  correspondence with the bidders. Handling the awarding process for planning services is another focus of her relevant professional advice.

For many years Justice Dr. Dr. Stefanie Theis was a lecturer for European building law at the University of Applied Sciences in Karlsruhe. She is a lecturer in the training of specialist lawyers and also serves as a education lecturer in construction and public procurement law for, among others, the Academy of Engineers, the Municipal Academy of Rhineland-Palatinate and the municipal Educational Institute Pirmasens. She holds numerous in-house seminars and lectures for private and public institutions.
